I was thinking about making new rule.

No one can get promoted above member, if they haven't sign up on the website.

Ofc this doesn't mean that you will get promoted as soon as you sign up on the site.
The promotion "rules" will still be there, so you still have to "earn" your promotion the same way as before.

Please let me know what you think about this idea.

What I've been doing over at the ' Hordehouse ' is new recruits remain as recruits without access to the GB until they sign up for the website, THEN they get promoted to full member witch access. It seems to be working well, people don't mind doing it and also, it goes some way towards weeding out potential money grabbers or time wasters.
